To reach from the intersection of US Routes 1 and 301 (Jefferson Davis Highway)
with Bells Road in Richmond, drive east on Bells Road 1.9 km (1.2 mi) turn left
on Commerce Road, continue north on Commerce Road 0.1 km (0.1 mi) and turn right
on Bells Road access road, then drive east on Bells Road access road 0.1 km (0.1
mi) and turn right on Deepwater Terminal Boulevard, then drive south on
Deepwater Terminal Boulevard 1.0 km (0.6 mi) to the main entrance of Richmond
Deepwater Terminal, from the main entrance, drive south 0.1 km (0.04 mi) and
bear left at the first access road, then continue for 0.02 km (0.01 mi) to a
triangle shaped grass median and stay to the left, access tug dock to the left
at the foot of the wooden stairway.  The station is at the northern end of the
tug dock.

The primary bench mark is located 31.70 m (104.0 ft) NW of a wooden pole with
flood lights, 28.10 m (92.2 ft) NW of the fire hydrant, 27.80 m (91.2 ft) east
of the west point of the median area, 21.20 m (69.6 ft) west of a groundwater
monitoring well, and 20.70 m (67.9 ft) SW of the wooden pole with flood lights.
The bench mark is top of a stainless steel rod driven 3.9 m (13 ft) to refusal
with concrete kickblock and cap.

The bench mark is a disk on the lower landing of the concrete steps leading to
the main entrance of the Port Administration building, 12.30m (40.4 ft) SE of a
flag pole, 4.68 m (15.4 ft) WSW of the SE corner of the concrete lamp base at
the main entrance, 4.62 m (15.2 ft) SSE of the SW corner of the concrete lamp
base at the main entrance, and 2.39 m (7.8 ft) NNE of the back of the curb at
the roadway.

The bench mark is a disk set on the concrete steps leading to the entrance on
the SE end of the Port Administration building, 19.60 m (64.3 ft) NNW of a fire
hydrant, 15.60 m (51.2 ft) SW of the electric service pole, 8.07 m (26.5 ft) NE
of the most southerly corner of the Administration building, 6.78 m (22.2 ft)
SSW of the most easterly corner of the Administration building, and 0.43 m (1.4
ft) SW of the NE edge of the concrete steps.

the base of a mooring bollard located 7.60 m (24.9 ft) ENE of the electric hand
hole, 3.63 m (11.9 ft) south of the south edge of the concrete walkway, 2.71 m
(8.9 ft) east of the east edge of the concrete walkway, 1.19 m (3.9 ft) WSW of
the mooring bollard, and 0.76 m (2.5 ft) ENE of the most westerly corner of the
mooring bollard foundation.

wharf located 24.90 m (81.7 ft) east of the east end of the chain link fence
along north edge of the wharf, 7.52 m (24.7 ft) north of the second mooring
bollard from the north end of the wharf, 1.90 m (7.0 ft) south of north edge of
the concrete wharf, and 1.06 m (3.5 ft) SW of the first mooring bollard at the
north end of the wharf.

                             D E F I N I T I O N S


Mean Sea Level (MSL) is a tidal datum determined over a 19-year National Tidal
Datum Epoch.  It pertains to local mean sea level and should not be confused
with the fixed datums of North American Vertical Datum of 1988 (NAVD88).

NAVD88 is a fixed datum derived from a simultaneous, least squares, minimum
constraint adjustment of Canadian/Mexican/United States leveling observations.
Local mean sea level observed at Father Point/Rimouski, Canada was held fixed as
the single initial constraint.  NAVD88 replaces NGVD29 as the national
standard geodetic reference for heights.  Bench mark elevations relative to
NAVD88 are available from NGS through the World Wide Web at 
National Geodetic Survey.

NGVD29 is a fixed datum adopted as a national standard geodetic reference for
heights but is now considered superseded.  NGVD29 is sometimes referred to as
Sea Level Datum of 1929 or as Mean Sea Level on some early issues of Geological
Survey Topographic Quads.  NGVD29 was originally derived from a general
adjustment of the first-order leveling networks of the U.S. and Canada after
holding mean sea level observed at 26 long term tide stations as fixed.
Numerous local and wide-spread adjustments have been made since establishment in
1929.  Bench mark elevations relative to NGVD29 are available from the National
Geodetic Survey (NGS) data base via the World Wide Web at 
National Geodetic Survey.

NAVD88 and NGVD29 are fixed geodetic datums whose elevation relationships to
local MSL and other tidal datums may not be consistent from one location to
another.

The Vertical Mark Number (VM#) and PID# shown on the bench mark sheet are unique
identifiers for bench marks in the tidal and geodetic databases, respectively.
Each bench mark in either database has a single, unique VM# and/or PID# assigned.
Where both VM# and PID# are indicated, both tidal and geodetic elevations are
available for the bench mark listed. The NGS's Integrated Data Base (IDB PID)
provides geodetic datum based on traditionally leveled and bluebooked ties to
the National Spatial Reference System(NSRS) https://www.ngs.noaa.gov/datasheets/.
The NGS Online Positioning User Service (OPUS PID) provides geodetic datum based
on GPS position & tie it to the NSRS https://www.ngs.noaa.gov/OPUS/.

The NAVD88 elevation is shown on the Elevations of Tidal Datums Table Referred
to MLLW only when two or more of the bench marks listed have NAVD88 elevations.
The NAVD88 elevation relationship shown in the table is derived from an average
of several bench mark elevations relative to tide station datum.  As a result of
this averaging, NAVD88 bench mark elevations computed indirectly from the tidal
datums elevation table may differ slightly from NAVD88 elevations listed for
each bench mark in the NGS database.
